I'll happily tell you, although it could take some time to explain it properly. And I'm not very good at that.
It's all about lighting and opacity.
Basically draw your picture, then have that on a seperate layer in whichever art programme you use. (Personally I believe that Paintshop Pro is WIN)
Have another layer for tha background colour. I used blue here, because I think that Seel likes blue. Then on another layer just work at the areas you want to be light using the paintbrush tool on a low opacity and low hardness.
